Seeking Expressions of Interest for Sheffield City Region Skills Bank - short deadline (Monday 29th October 10am)

Reed in Partnership is submitting a bid to become the managing agent for the Sheffield City Region (SCR) Skills Bank. The contracting authority is the Education and Skills Funding Agency (the "ESFA") and Sheffield City Region LEP. The SCR comprises the nine local authority areas of Barnsley, Bassetlaw, Bolsover, Chesterfield, Derbyshire Dales, Doncaster, North East Derbyshire, Rotherham and Sheffield.

The service will be required to carry out initial triage of employer skills, sign post employers to the existing provision that is available and provide, through sub-contractors, tailored learning solutions to meet the skills priorities of employers in the SCR and their employees. Through subcontractors and referral partners, the Skills Bank will deliver a broad range of qualifications, units and bespoke training packages for SCR businesses, where employers' needs cannot be met/funded from existing public or commercial skills provision.

We are seeking Expressions of Interest from providers seeking to deliver skills provision to meet employer needs.

Shortlisted suppliers will join a framework, allowing the Skills Bank to flexibly respond to employer need as it arises.

The deadline for this short EOI is no later than Monday 29th October at 10am. Please return to

We will be submitting a first stage bid to be shortlisted for six Lots:

  • East Midlands
  • East
  • North West
  • South East
  • West Midlands
  • Yorkshire and Humber

NCS Programme

The NCS programme is a once-in-a lifetime experience delivered over 3-4 weeks in Summer and Autumn for young people aged 16-17 with four phases:

Phase 1:

Adventure. Young people stay away from their local area and take on challenges in an outdoor environment, with a focus on developing confidence and team building

Phase 2:

Discovery. Young people again stay away but closer to home, typically at a local university hall of residence, building independence (often cooking and budgeting for themselves), developing new skills and finding out more about their own talents and the needs of their local community

Phase 3:

Social Action. Young people are back at home, but continue to work in their teams to give something back to their community by planning and delivering their own 30 hour social action project. Upon completion of the programme, each participant and their parents are invited to a graduation ceremony to celebrate their achievements and receive a certificate signed by the Prime Minister.

Phase 4:

Extension. Ongoing opportunities to continue the NCS journey through further social action and volunteering, participation in regional and national Youth Boards, apprenticeship and job opportunities and more.
