Working Wales Youth Engagement - Call for Expressions of Interest

Reed in Partnership intends to submit a PQQ for Lot 1: Working Wales Youth Engagement (WWYE) of the Working Wales programme. WWYE is designed to support young people aged 16-17 overcome barriers and develop skills to achieve and maintain good quality, sustainable employment.

Working Wales replaces the following current employability support programmes: Jobs Growth Wales, ReAct, Traineeships and the Employability Skills Programme.

Lot 1 WWYE is a national contract, which will be delivered by one prime contractor across the whole of Wales. Reed is seeking to shortlist end to end partners across Wales to submit as part of our PQQ-stage supply chain. Shortlisted providers will be carried forward to ITT stage, where we will undertake our final selection of subcontractors.

The programme will target young people aged 16-17 with multiple barriers which prevent them from sustainably engaging in further education, employment, apprenticeships or training.

Individuals will receive intensive and individualised support which moves them towards education, training, employment or employment with training e.g. Apprenticeships/Traineeships.

Programme elements to be delivered include but are not limited to:

  • personal and social development
  • coaching and mentoring
  • communication and behaviour support
  • access to specialist support
  • employer engagement
  • preparation for work
  • delivery of qualifications and skills
  • wage subsidy to encourage recruitment of young people

WWYE participants can attend a maximum of 30 hours of provision per week for up to 12 months. Providers will be paid based on a combination of hours of support delivered and an outcome fee for progressions and sustainments of young people into jobs, apprenticeships, self-employment, or education/training.

The contract duration will be four years initially, and will begin delivering on 1st April 2019.
